EU receives key consultative report on the right to health for People of African Descent for upcoming action plan

The European Public Health Alliance (EPHA) and the Office of the United Nations High Commissioner for Human Rights (OHCHR) recently hosted a pivotal two-day consultation focusing on the right to health for People of African Descent. The resulting report, set to shape the post-2025 EU Anti-racism Action Plan, offers crucial insight for promoting health equity and combating racial discrimination across Europe.

Racism and discrimination are fundamental determinants of health, profoundly affecting physical and mental well-being. Addressing these issues is crucial for achieving health equity and ensuring all individuals can realize their right to health, as defined in Article 12 of the International Covenant on Economic, Social and Cultural Rights.

The EU Anti-racism Action Plan (EU ARAP) 2020-2025, while pioneering, requires more robust measures to effectively tackle racism and ensure equitable health outcomes for People of African Descent (PAD) communities across the EU.

On 27 August, OHCHR and EPHA handed over the report to the EU Commission's Coordinator on combating racism. The recommendations stem from a comprehensive consultation involving experts, victims, PAD representatives, civil society organizations, and EU stakeholders. Building upon the DisQo network's joint statement, these recommendations address racism's detrimental effects on health in a constructive and participatory manner. They highlight six key recommendations for the development of the post-2025 EU ARAP, aiming to create a more inclusive and equitable healthcare system for all:

  • Recognizing racism and discrimination against People of African Descent communities as fundamental determinants of health
  • Strengthen the meaningful involvement of affected communities
  • Using respectful and inclusive language to enhance the quality of dialogue and discourse
  • Address major gaps and challenges regarding the collection, availability and comparability of equality data across EU member states
  • Breaking down silos in policy mainstreaming efforts and bolster participation in policy-making processes
  • Addressing racism and discrimination in healthcare and science
